p>KOFI ANNAN STATEMENT AT NATO HEADQUARTERS JANUARY 28 Statement by Kofi Annan, Secretary General of the United Nations Secretary-General Solana, Ambassadors, Friends, Let me begin by saying how pleased I am to meet with you today. Ever since my time as Special Envoy to NATO, I have greatly valued the bonds between our two organizations. As we enter a new century of challenges and inevitable crises, it is critically important for us to draw on each other's strengths in pursuit of peace and security.
p>Events at Operation Northern Watch INCIRLIK AIR BASE, TURKEY -- At approximately 12:30 p.m. local time, January 29, the Commander of the 39th Wing, Incirlik Air Base, Turkey initiated standard force protection procedures and put U.S. forces at the base into protective gear. This action was based on reports of a possible ballistic missile launch from northern Iraq. Once it was determined that there had not been a missile launch, the command announced 'all clear' and returned to normal operations.
