House Armed Services Forbids BRAC Funding, Demands F-35 IOC Date

The House Armed Services added a variety of measures to its mark of the fiscal year 2013 defense authorization act on May 9, ranging from barring the military from starting another round of Base Realignment and Closure to demanding an initial operational capability date for the F-35 Joint Strike Fighter program.
